ROXAS City – There are only a few barangays in Capiz affected by illegal drugs, according to the provincial police director.

Eighty-four percent (315) of the 375 drug-affected barangays in the province were declared “drug-free.” This means there are no more drug dealers or users in the cleared villages, Senior Superintendent Samuel Nacion said on Friday.

Capiz has a total of 473 barangays.

Nacion disclosed they are currently concentrating on drug personalities in this capital.

The new Regulation No. 3 of the Dangerous Drugs Board defining the parameters for barangays to be declared “drug-free” would not affect the status of drug-cleared villages, the provincial police chief added.

Aside from drug-clearing operations, the Capiz Police Provincial Office arrested five high-value targets, or HVTs, and two street-level targets, or SLTs — all listed in the Directorate for Intelligence.

The government’s intensified antidrug campaign compelled 5,476 suspected drug dealers and dependents to surrender to the police.

Most of those who turned themselves in have mild or moderate addiction, so there is no need for them to be admitted in a facility or formal program for rehabilitation, Nacion said.

Instead, they may be subject to a community-based rehabilitation program, where they can engage in spiritual, cultural, sports, health and wellness, and community-service activities, he said.

But the community-based rehabilitation program was temporarily halted when the antidrug campaign was suspended in February.

“A revisit of the drug surrenderers was done for them to go back to their recovery and wellness activities,” Nacion said.

Meanwhile Nacion claimed the antidrug campaign had a positive impact on their anticrime drive. He said there was a decrease in crimes, particularly robbery, theft, cattle rustling, and carjacking since Oplan Double Barrel started. (PNA)
