ILOILO CITY – When passed into law, the bill of Rep. Jerry P. Treñas (House Bill 656), will provide mandatory PhilHealth insurance coverage for all persons with disability (PWDs). The bill, conjoined with similar bills by other congressmen, seeks to amend Republic Act No. 7277, the “Magna Carta for Persons with Disability.”  

The said Magna Carta declares it a state policy to ensure the rehabilitation, self-development and self-reliance of disabled persons while also acknowledging that disabled persons must attain a more meaningful, productive and satisfying life.

The bill as submitted for approval by the Committee on Social Services adds a new section to RA 7277 (Section 21), providing that “all persons with disability not currently covered by any existing category, shall be covered by the National Health Insurance Program of the Philippine Health Insurance Corporation (PHILHEALTH). ”

Moreover, it will grant monthly pension to the PWDs with funds coming from the “sin taxes” withdrawable from the National Insurance Fund of PhilHealth, as provided by Republic Act No. 10351, also known as “An Act restructuring the excise tax on alcohol and tobacco products.”

Treñas told Panay News, “Like our treasured seniors, PWDs have certain limitations which prevent them from securing employment. Most of them also spend much for hospital confinement and medicines.  There are now more than 1.5 million Filipino PWDs.”

The bill enjoins PhilHealth and the Department of Social Welfare and Development (DSWD) to promulgate the implementing rules and regulations within 30 days upon the effectivity of the law./PN
