BACOLOD City – The Department of Agrarian Reform (DAR) assured Negrense farmers it is addressing issues pertaining to the implementation of the Comprehensive Agrarian Reform Program (CARP) in Negros Occidental.

In fact, said DAR undersecretary for Field Operations Marcus Risonar Jr., the department will issue an order to proceed for those with erroneous notices of coverage (NOCs).

But for now, Risonar said, only NOCs with minor problems like misspelled names, place of birth, location of and holdings and other minor clerical errors will be covered by the order.

“For notices with major problems and not published yet, the farmers have no choice but to wait for a new law warranting DAR to issue the NOCs,” he said.

Risonar met with some 300 farmer-members of Task Force Mapalad (TFM) at the Bacolod Pavillon Hotel.

Aside from erroneous documents, other pressing issues they discussed included the illegal transfer and sale of land without issued clearance from DAR.

Farmers also raised concerns over the identification of farmer beneficiaries and the revocation of the joint venture agreement (JVA) between business tycoon Eduardo Cojuangco Jr. and the ECJ Farmer Beneficiaries Multi-Purpose Cooperative (EFARBEMCO).

Risonar said he will consult the concerned Municipal Reform Program Officers (MARPOs) and other DAR officials for the issuance of appropriate directives.

As to the issue of the ECJ Certificate of Land Ownership Award (CLOA) Holders Association (ECHA), DAR-Negros Occidental II, in a press statement, said the Presidential Agrarian Reform Council Executive Committee has already convened.

One of their agenda was the petition filed by ECHA, particularly on the revocation of the agreement, it added.

Prior to that, DAR-Negros Occidental II, through its Provincial Task Force Agribusiness Venture Agreement (AVA), has already submitted its investigation report with recommendation whether or not to revoke the JVA based on Administrative Order No. 9 Series of 2006 to the Office of the National AVA Executive Committee (NAEC) in October last year.

AO 9 states that NAEC will recommend to the Provincial Agrarian Reform Council (PARC) the approval or disapproval of AVA applications for revocation or cancellation, DAR-Negros Occidental II said.

The Council, then, shall review and decide on the report of the NAEC.

PARC’s decision shall be contained in a resolution to be forwarded to the committee for implementation or appropriate action, it added. (PNA)
