BACOLOD City – The Electronic Business Permits and Licensing System (e-BPLS) must be implemented, the Sangguniang Panlungsod (SP) urged the Management Information Technology Center (MITC) in the city.

The SP approved a resolution that instructs MITC officer-in-charge Ramon de los Reyes to implement the e-BPLS.

The e-BPLS is a cloud-based software that enables local government units to process business permit application and renewal electronically.

Resolution proponent Councilor Em Ang said implementing the e-BPLS is needed in Bacolod to make business permit registration faster.

The resolution stated that the implementation of the e-BPLS is in line with Section 5 of Republic Act 9485, or the Anti-Red Tape Act of 2007, which mandates all government offices and agencies providing frontline services to “regularly undertake time and motion studies, undergo evaluation and improvement of their transaction systems and procedures, and re-engineer the same if deemed necessary to reduce bureaucratic red tape and processing time.”

In 2016, the Department of Interior and Local Government, the Department of Trade and Industry and the Department of Information and Communications Technology, through a joint memorandum, urged all local government units to implement the e-BPLS./PN
