ILOILO City – A group of lawyers wants operating and/or driving “colorum” vehicles or illegal public transport criminalized.
A House bill filed by Angkla party-list Rep. Jess Manalo is pushing for this, said Atty. Ariel Enrile-Inton, founder of the Lawyers for Commuter’s Safety and Protection.
“Under the measure, even the driver will be subject to criminal prosecution if they are driving a colorum. This time there is a jail term,” Inton, a former Land Transportation Franchising and Regulatory Board official, told Panay News.
At present, operating colorum vehicles is just an administrative offense and only the operator may be held to account, Inton said.
“Ngayon hindi sia criminal offense. Wala kang nababalitaang nakulong. Impounded lang ang sasakyan and fined ang may-ari,” he said. “Ang tingin ko, tama ang bill making colorum a criminal offense.”
Another way to fight colorum vehicles is lifting the moratorium on the issuance of new public transport franchises, Inton said.
Considering the demand for public transport, some businesspeople resort to operating public utility vehicles even without a franchise, he said.
By lifting the ban, “we can give a chance to open franchises in places na kailangan iyong public utility vehicles,” said the lawyer.
Local governments may also help by recommending which areas in their respective jurisdictions need public transport, Inton said./PN
