ILOILO City – Former mayor Jed Patrick Mabilog had 15 executive assistants.

His successor Jose Espinosa III is not keen on reappointing some of them.

With a lesser number of executive assistants, the city government could save a lot of money, Espinosa explained.

“Savings is a matter nga kinanglan man naton. In governance, ang important is to see to it nga ang money of government is spent wisely,” he stressed.

The monthly salaries of Mabilog’s executive assistants ranged from P15,000 to P52,000.

But while Espinosa wanted to have a leaner coterie of advisers, he said he would be creating positions in fields where he would need people with expertise.

He appointed two more executive assistants recently – Chris Montero (for information technology) and Antonio Rosado (for financial and fiscal control).

Two weeks ago, Espinosa reappointed two executive assistants of Mabilog – Melchor Tan (for infrastructure) and Perla Zulueta (for finance), then later Guillemo Dela Llana (for mental health).

Espinosa said there was no redundancy in the functions of Rosado and Zulueta.

“Lain man ‘ya ang kay Zulueta, matter na ‘ya sang budgeting kay she was a former chairman of the appropriation committee (in the Sangguniang Panlungsod). She is our adviser on budget matters. Rosado’s functions, meanwhile, is on (expenditure) control, including ang mga balances,” said Espinosa said.

The mayor also recently reappointed City Administrator Hernando Galvez and City Legal Office chief Atty. Lorna Laurea.

Espinosa created a “special selection and evaluation team” to review the performance of Mabilog’s executive assistants. This would help him decide who among them to reappoint, he said.

According to Espinosa, he would hire executive assistants but only those with expertise in fields where he may need their learned counsel.

“For instance, I need a special assistant on Commission on Audit (COA) matters. A private COA gid ‘ya nga magatan-aw kag magabulig sa Office of the Mayor para whatever actions ma-conform man sa COA rules,” Espinosa explained.

A retired COA head would do for the post, he said.

Espinosa is also considering getting a legal counsel solely detailed at the Office of the Mayor and distinct from the City Legal Office, and an assistant for political matters.

“Although abogado man kita, indi buot silingon nga may monopoly of intelligence kita about laws. I need to confer with a lawyer also para mag-decision kita at least naka-consult kita sa lawyer,” said Espinosa.

The Mabilog administration had been criticized for hiring executive assistants for various concerns that could also be addressed concerned city hall departments or offices such as the city health office, engineer’s office, tourism office, and social welfare office, among others./PN
