MANILA – Justice secretary Vitaliano Aguirre II directed the National Bureau of Investigation (NBI) to investigate the killing of a Grade 11 student by Caloocan City police officers.

“I already ordered yesterday (Friday) the NBI to conduct a parallel investigation of Kian’s killing,” Aguirre said in a text message yesterday.

Under Department Order No. 546, Aguirre also tasked the NBI to file appropriate charges “if any, as evidence may warrant.”

Aguirre’s order came amid public outrage over the death of Kian Loyd delos Santos in the hands of the police during an antidrug operation in Barangay 160, Caloocan on Wednesday night.

Authorities said delos Santos attempted to flee when they were approaching him. Police chased the 17-year-old student but he allegedly drew a gun and fired at them, forcing them to fire back.

Recovered from delos Santos were a .45 pistol and two sachets of suspected shabu. But his relatives said the items did not belong to the teenager and witnesses claimed the police’s version of events was not true.

Security camera footage also showed that the police appeared to be carrying delos Santos, contrary to police claims that he resisted and took off.

Three policemen implicated in the case and their community precinct commander were ordered relieved from their posts as they face investigation by the Regional Investigation and Detective Management Division of the National Capital Region Police Office and the Philippine National Police’s Internal Affairs Service.
