Aying appointed as internal security, public safety adviser

BACOLOD City – The provincial government of Negros Occidental has tapped 16 individuals who will serve as consultants in carrying out the various programs in the province this year.

Provincial Board member Salvador Escalante Jr. (2nd District), chairman of the committee on appropriation, budget, finance, and ways and means, said the Board approved all the consultancy contracts with the individuals.

The latest addition to the roster of provincial consultants is retired Philippine Army Major General Jon Aying.

Aying, whose retirement was just recent, was chosen as the provincial consultant on internal security and public safety concerns.

Aying has served as the commander of the 303rd Infantry Brigade based in Murcia, Negros Occidental before leading the 3rd Infantry Division headquartered in Jamindan, Capiz, his last assignment prior to retirement.

Board member David Albert Lacson (3rd District), chairman of the committee on peace and order, said Aying’s expertise will be a big help to the province.

Aying has “mastered” the local peace and order situation in Negros Occidental, Lacson added.

On the other hand, Dr. Eriberto Layda will temporarily serve as consultant for the Negros First Blood Bank Center until Feb. 11.

Laydo will then serve as consultant on pathology at Eleuterio Decena District Hospital in Hinoba-an town.

Other consultants include former governor Rafael Coscolluela (investment promotions, trade and export development, and inter-agency coordination), Roy Balicas (finance and administrative concerns), Nestor Bayona (community development and special projects), Marilyn Manuel (research and development and allied concerns), and Engineer Leoncio Jamora (vocational, technical, engineering education and other related tasks).

The others are Manuel Lopez (energy management and other allied concerns), Rosemary Caunca (local governance and inter-local government alliance for agricultural productivity), Nancy Pestaño (tourism), Felix Silva (housing projects), Ma. Asuncion Belzunce (cultural arts), Milo Ibrado Jr. (peace and security and special concerns), Merly Fortu (financial and fiscal operations), Epimaco Bantiling (renewable energy), and Dr. David Pedrosa (pathology).

All, expect for Aying and Fortu, have renewed contracts.

Fortu also recently retired as head of the Provincial Accounting Office.

Coscolluela and Balicas have the highest pay rate amounting to P91,000 monthly.

Others have pay rates from P42,000 to P52,000, depending on the nature of their jobs and assignments.

Escalante said the consultants’ wages were also covered by the Salary Standardization Law. (PNA/PN)
