MANILA – President Rodrigo Duterte tagged the Negros Island Region as the third most “shabu-lized” region in the Philippines during a meeting with mayors in Malacañang.

Duterte enumerated the regions affected by drugs, with National Capital Region (NCR) topping the list, followed by Central Luzon, a Metro Manila-based mayor who requested anonymity told Panay News.

According to the mayor, Duterte met with the local chief executives on Wednesday afternoon in two batches — those from NCR and Luzon first, and then those from Visayas and Mindanao next.

The mayor remembered Duterte saying “almost 90 percent” of barangays in Negros were “infected with drugs,” but the President did not name any mayor from the region allegedly involved in drugs.

In a speech in August last year, when he tagged several local government officials, police officers and judges as “drug coddlers,” Duterte claimed Iloilo was the “most shabu-lized” area in the country.

Established in 2015, Negros Island Region (Region 18) comprises 1,219 barangays: 601 in Negros Occidental, 557 in Negros Oriental and 61 in Bacolod City.

Around 90.08 percent of villages in the region were drug-infested, according to the Police Regional Office 18.

Infestation in Bacolod City and Negros Oriental was “100 percent,” while in Negros Occidental, “81 percent,” regional police said.

The President reportedly plans to issue an executive order (EO) abolishing the island region — created also via an EO — due to financial constraints, but no such EO has been signed as of this writing.

Duterte seemed in a bad mood when he faced the mayors, the Metro Manila-based mayor told Panay News.

Medyo hindi maganda ang mood ni Presidente,” said the mayor. “Nagpaulan talaga siya ng mura…pero wala naman siyang binanggit na mga pangalan.”

Sinabihan niya din iyong mga mayors sa NCR, Central Luzon and [Negros] to do their job para mawala o at least mabawasan iyong drug trade sa lugar nila,” the mayor added.

Duterte announced his scheduled meeting with the mayors in Malacañang on Monday when he presided the oath-taking of new government officials.

Kung sabihin mo na patayan, e anak ngHuwag na tayong magbolahan,” Duterte said on Monday. “As long as I’m the president, itong malalaking shabu dealers, mamamatay talaga to.”

Sabihin ko na talaga sa mga mayors na involved: ’Pag nakita nila iyong pangalan nila dito,” he said while showing a pile of papers supposedly indicating the names of alleged drug personalities, “putang-ina, may problema ka, talagang papatayin kita kapag hindi ka nag-resign.”/PN
