SAN JOSE, Antique – An ordinance regulating vehicular traffic in this capital town had been amended to, among others, ban parking on the national highway and regulate passenger loading/unloading.

A “dry run” of the amended provisions of the Revised Comprehensive Municipal Traffic Ordinance, or Municipal Ordinance (MO) No. 2015-01, starts Wednesday.

MO No. 03-2016, authored by Sangguniang Bayan member Nestor Israel, revised some provisions of MO No. 2015-01 with the ultimate aim of lessening vehicular congestion along major roads.

Municipal Councilor Dante Beriong said the amended ordinance will be enforced gradually but he was uncertain until when the dry run will last.

During the dry run, all vehicles will be banned from parking and waiting along the national highway — from Barangay Maybato Sur to barangays Atabay and Supa — and proper loading/unloading of passengers and goods will be taught, said Beriong.

He said the amendments were pursuant to Department of Public Works and Highways’ Department Order No. 73 series of 2014, which prohibits parking along the national highway, and vending, repairing of vehicles and other businesses done using the sidewalk or other parts of the road right-of-way.

Traffic enforcers from the local government and the municipal police will carry out the amended ordinance.

Penalties will not be imposed on violators during the dry run, only when the local law is fully enforced, Beriong stressed.

But the councilor assumed the dry run will take some time, especially since the local government still lacks enough traffic signs.

Beriong said they also expect complaints, particularly from motorists.

“We welcome all complaints and suggestions,” he said. “We are doing this for the welfare of everyone. All we need is the cooperation of everybody, especially those from the transport sector.”

Aside from clearing the national highway, the amendments also sought for the designation of appropriate loading/unloading areas and new routes and tricycle areas.

Once the amendments are fully enforced, a fine of at least P500 will be imposed on violators.

All the other provisions of MO No. 2015-01 and the corresponding penalties for their violation remain, the municipal council said.

Tricycle operators and drivers have expressed support to the amended traffic ordinance, according to Beriong.

San Jose has 26 tricycle operators and drivers associations with more than 4,000 registered tricycle units.

The revised traffic rules come at a time Antique is preparing for the Western Visayas Regional Athletic Association Meet in February and the Palarong Pambansa in April. (With a report from Philippine Information Agency/PN)
