BACOLOD City – The Sangguniang Panlalawigan (SP) is in no rush to approve the proposal on converting more than 200 hectares of agricultural land to industrial land in Barangay Bacungan, Hinoba-an, Negros Occidental, said Vice Gov. Eugenio Jose Lacson.

Lacson stressed this after he received information that Japanese investors “have already spent their money” for the construction of a ship-recycling plant in the village.

The proposed project has been opposed by groups under the Save Hinoba-an Movement. They said the project will displace residents, destroy their means of living and have an adverse effect on the environment.

“We are hoping to find a win-win solution for claimants, especially those who are CLOA (Certificate of Land Ownership Award) holders,” Lacson said.

According to Lacson, the SP will first check the status of land properties that the Department of Agrarian Reform awarded to farmers.

The land property was previously owned by Insular Lumber Corp., Lacson said.

Lacson added that the Japanese investors do not want to invest on projects that have issues on “social acceptability.”
