ILOILO City – The crime volume in Western Visayas dropped by 8.50 percent, data from the Police Regional Office 6 (PRO-6) showed.

From July 1, 2016 to June 31, 2017 the PRO-6 recorded 36,690 crimes – 3,410 lower than the crimes recorded from July 1, 2015 to June 31, 2016 (40,100).

On the other hand, the regional police’s crime clearance and solution efficiency increased by 2.96 percent and 3.07 percent, respectively.

The region’s crime clearance (62.03 percent) and solution efficiency (60.62 percent) were also higher than the national targets of 48.42 percent and 36.41 percent, respectively.

According to Superintendent Gilbert Gorero, PRO-6 spokesperson, the drop in the crime volume was due to the government’s war against illegal drugs and the community’s support.

The downward trend in crime volume must be sustained, said Chief Superintendent Cesar Hawthorne Binag, regional police director, and this meant continuing the drive against illegal drugs and violent extremism.
“We are asking the public’s help. Cooperate with us,” said Binag.

A crime is an act committed or omitted in violation of a law forbidding or commanding it, and for which a punishment is imposed upon conviction. The Revised Penal Code (Republic Act 3815) serves as the basic law that defines criminal offenses and provides the penalties for the commission of such.

For statistical purposes and to create a standardized definition of crime classification, crime is further divided into index and non-index crimes.

Index crimes, as defined by the Philippine National Police (PNP), involve crimes against persons such as murder, homicide, physical injury and rape, and crimes against property such as robbery, theft, carnapping / carjacking and cattle-rustling.
Non-index crimes, on the other hand, are violations of special laws such as illegal logging or local ordinances.

Of the 36,690 crimes in Region 6 recorded from July 1, 2016 to June 31, 2017 8,582 were index crimes while 28,108 were non-index crimes.

According to Gorero, index crimes in Region 6 provinces dropped except in Aklan where these went up by 3.81 percent.
The index crimes in Antique dropped by 28.57 percent; Capiz, 26.63 percent; Guimaras, 32.44 percent; Iloilo province, 24.57 percent; and Iloilo City, 31.56 percent.

Gorero said incidents of rape and physical injuries surged in Aklan and this were mostly in Boracay Island./PN
