ROXAS City – The Office of the Ombudsman suspended three government employees in this capital city. They were found guilty of simple misconduct.

City Social Welfare Officer Cynthia Besana, Barangay Bato village chief Jose Barrera and Barangay Bato daycare worker Emma Andrada faced an administrative case that Joy Tolopia and some residents of Barangay Bato filed before the Ombudsman on Nov. 8, 2016.

The administrative case – docketed as OMB-V-A-15-0342 – is in relation to the implementation of the emergency shelter assistance program for supertyphoon “Yolanda” victims in the city.

The Ombudsman’s March 6, 2017 order suspends Besana, Barrera and Andrada from the service “for a period of one month and one day without pay.”

“In the event that the penalty of suspension against Besana, Barrera and Andrada can no longer be enforced due to their separation from service, the penalty shall be converted into a fine in the amount equivalent to their salary for one month payable to the Office of the Ombudsman,” the order further stated.

The Department of Interior and Local Government has yet to implement the suspension order.

This is the third time that Besana was suspended as the city’s social welfare officer.

Barrera, on the other hand, is the third village chief in the city to face a suspension order. Before him were village chiefs Melanie Elicana of Barangay Cogon and Dhonyl Alisasis of Barangay Libas.

Currently, Besana and Libas are under suspension.

Tolopia and residents of Barangay Bato, whose names where included in the list of people whose houses were totally and partially damaged, claimed that Barrera ordered Andrada not to release the P30,000 financial aid to them.

They said Andrada told them that they were “not qualified to receive the aid.”/PN
