SP approves stiffer penalties for erring tricycles, ‘trisikads’

ILOILO City – To imposing stiffer fines on tricycles and trisikads violating traffic rules and regulations, the Sangguniang Panlungsod (SP) amended two ordinances regulating the operation of these two popular modes of transport.

The penalties in Regulation Ordinance No. 131, series of 1987 (An Ordinance Regulating the Operation of Trisikad in the City of Iloilo and Providing Penalties Thereof) were no longer a deterrent to violations, explained Councilor R Leone Gerochi.

Gerochi is the chairperson of the committee on transportation.

The other amended ordinance was Regulation Ordinance No. 2009-218 or “An Ordinance Prohibiting the Operations of Colorum Vehicles in the City of Iloilo.”

In the amended trisikad ordinance, the driver of an unregistered pedicab will be penalized with a P1,000 fine and the trisikad will be impounded by the police.

Also, those who will operate outside of the authorized route shall be fined with the following:

* first offense – P500 fine; the trisikad will be impounded and only released upon the payment of the fine

* second offense – P500 fine; impoundment of the trisikad unit and suspension of its operation for six days

* third offense – P500 fine; impoundment of the trisikad; revocation of the driver’s license and trisikad permit.

“The stiffer penalties aim to discourage violations,” said Gerochi.

Meanwhile, Section 3 (B) of Regulation Ordinance No. 2009-218 was amended to increase the penalty for colorum tricycles.

Gerochi also noted that despite the lowering of the yearly regulatory fee for tricycles, the licensing division of the city government noted a considerable decrease in payments.

Under the amended ordinance, violators have to pay a penalty of P1,000 and get a warning for the first offense.

The second offense entails a fine of P1,000 and impoundment of the tricycle by the Transportation Management and Traffic Regulation Office. There’s also a redemption fee of P3,000.

For the third offense, a fine of P1,000 is imposed. The tricycle will be impounded and its franchise may be suspended or revoked./PN
