BACOLOD City – The Sangguniang Panlungsod (SP), via a resolution, authorized the disbursement of P6,000 quarterly allowance to every public school teacher and teaching personnel in the city.

The amount will come from the city government’s General Fund, under the “Other Professional Services” account, said Councilor Renecito Novero, author of the resolution approved on Nov. 22.

Public school teachers in the city have been receiving this allowance – previously referred to as the emergency cost of living allowance, or Ecola – said Novero, chairman of the education committee.

While there was an ordinance providing for this, the city hall accounting department needed a city council authorization – a resolution – for the disbursement of the fund, Novero said.

But the councilor clarified that the “qualifying circumstances” with regard to the teachers who will receive such allowance still stand.

“Teachers appointed from 1997 and prior years are currently receiving P2,100 per quarter, chargeable to the Special Education Fund, by virtue of Supreme Court Decision G.R. No. 143460 (RIC Decision dated May 19, 1999 in Civil Case No. 99-10604, Warlito Rosareal, et al. (Plaintiffs) versus Hon. Mayor Oscar Verdejlor, et al. (Defendants), and Civil Case No. 99-10606, Corazon Semillano, et al. (Plaintiffs) versus The City of Bacolod, et al. (Defendants),” he said in the resolution.

Meanwhile, teachers appointed from 1998 to the subsequent years are receiving allowances from the General Fund – some get P3,900 per quarter, charged to Other Professional Services, while others get P2,100, charged to General Professional Services – he said.

But some teachers entitled to the P2,100 quarterly allowance were not receiving their allocations, said Novero.

Moreover, in the Supplemental Budget under Appropriation Ordinance No. 09-17-02, series of 2017 dated Aug. 9, public senior high school teachers were allocated the sum of their respective allowances chargeable to the General Fund under Other Professional Services, he added./PN
