BACOLOD City – The city council had approved 29 ordinances and 1,469 resolutions so far this year, according to Vice Mayor El Cid Familiaran.

The ordinances and the resolutions were passed from January to Dec. 19, Familiaran added.

Councilor Caesar Distrito had the most number of authored ordinances and resolutions, records from the Sangguniang Panlungsod (SP) showed.

Distrito authored 10 ordinances followed by Councilor Em Ang with nine, councilors Dindo Ramos and Wilson Gamboa Jr. with three each, Councilor Cindy Rojas with two, and councilors Sonya Verdeflor and Renecito Novero with one each, the records further showed.

Five appropriation ordinances were passed this year, all were authored by Distrito.

Familiaran said Distrito had the most number of authored ordinances and resolutions because he is the chairman of the SP committees on appropriations and finance; laws, ordinances and good government; and urban development and general services.

On the other hand, the Office of the Ombudsman suspended three members of the city council this year. They were Ang, Gamboa and Verdeflor.

They were still serving their month-long suspension after the Department of Interior and Local Government implemented the order on Nov. 29.

The Ombudsman found the three guilty of simple neglect of duty in relation to a complaint that Juan Ramon Guanzon filed against them and four others last year.

The four others were former councilors Jocelle Sigue, Roberto Rojas, Archie Baribar, and Alex Paglumotan.

In his complaint, Guanzon said the councilors violated the ordinance which regulates the fees and issuance of licenses for the construction, establishment, operation, and maintenance of cockpits and cockfighting in the city when they approved a cockfighting request in Barangay Tangub in April 2016./PN
