MANILA – An estimated 3,000 municipal, city and provincial treasurers across the Philippines have rallied behind the candidacy of Parañaque City OIC-City Treasurer Gualberto “Dodoy” Bernas IV as president of the Philippine Association of Local Treasurers and Assessors (PHALTRA) next week at the Philippine International Convention Center (PICC).

Bernas, who rose from the ranks in the Iloilo Provincial Treasurers Office back in the 80s, said he has received the commitment of solid support from treasurers, as well as a substantial number of assessors, to come closer to a landslide victory when the national convention unfurls Feb. 21-24.

“I am happy to have won the trust and confidence of treasurers who want somebody from their ranks to lead PHALTRA after several years of being run by assessors,” Bernas said.

Bernas said he has also been in close touch with a substantial number of local assessors, including those in Western Visayas, and gained their pledge of support despite the fact that he is running against a provincial assessor from Luzon.

Bernas has promised to make the affairs of PHALTRA fully transparent to erase the perception that its national officers are turning it into a “milking cow” these last few years.

He also vowed to make PHALTRA responsive to the needs of local treasurers and assessors with continuing training programs to upgrade their professional competencies, free legal assistance and other programs for their benefit.

Bernas joined the Iloilo Provincial Treasurer’s Office way back in the 1980s under then Provincial Treasurers Anthony Acevedo and Nazario Biliran. He started as clerk and rose through the ranks. He was appointed municipal treasurer of Tigbauan, Iloilo before transferring to Capiz province where he became provincial treasurer.

Recognizing his sterling performance, Bernas was assigned by the Bureau of Local Government Finance (BLGF) as Quezon City assistant treasurer, and OIC-City Treasurer of Valenzuela City.

He became OIC-City Treasurer of Parañaque City one year ago. He is credited for vastly improving the revenue collections of the LGU in less than six months after assuming the post./PN
