ILOILO – Inmates at the Iloilo District Jail (IDJ) in Barangay Nanga, Pototan, Iloilo were planning a jailbreak, according to Superintendent Jhon Montero, jail warden.

“We are investigating who among the inmates are behind the plan,” Montero told Panay News.

An informant revealed to him the plot, said the warden but he declined to identify his source.

Montero believed the plan had something to do with the strict security measures he started implementing at the IDJ.

The warden was assigned to the IDJ only this Oct. 1.

Montero said some inmates likely wanted him sacked.

He alerted IDJ jail guards.

“Indi gid magtulog or maghatag kompiyansa sa mga priso especially kon magwa sila sa ila dormitories,” said Montero.

He also posted jail guards in strategic areas of the IDJ.

“We removed structures that could block the view of our security personnel,” added Montero.

On his first day as IDJ warden, Montero surprised the inmates with an unannounced inspection of various cells.

Eight sachets of shabu and an ice pick were recovered at cell No. 51 where 50-year-old drug suspect Marque “Boboy” Acap Sr. was detained. But Acap was not the sole occupant of the cell; there were other inmates.

Four inmates also failed in an unannounced drug test. They were Randy Legaspi, Joven Abantao, Tomas Gan, and Marque Acap Jr.

At the time of his arrest last year, Acap Sr. was considered a high-value drug target of the police.

Montero did not discount the possibility that the contrabands were slipped through the IDJ fence in an area where inmates were gardening.

A week after the first inspection, another one was carried out. Five cellular phones and improvised deadly weapons were seized.

Following these inspections, Montero moved to the Special Intensive Care Area of the prison facility 15 high-profile drug suspects for easy monitoring.

These inmates had suspected ties to slain drug lords Richard Prevendido and Melvin Odicta Sr., according to Montero.

Two of the 15 were sons of Prevendido and Odicta – John Rey Prevendido and Melvin “Vinvin” Odicta Jr.

John Rey was caught in a buy-bust operation in 2009 while Melvin Jr. was arrested in his house during an antidrug raid of the Philippine Drug Enforcement Agency in 2016.

The 13 other inmates were the following:

  • Rolando “Apa / Striker” Torpio

  • Marque “Boboy” Acap Sr.

  • Marque Acap Jr.

  • Ramon Platon

  • Jeffrey “Arian” Orbe

  • Johan Mino

  • Ednie Jimena

  • Jolly Peñasales

  • Sandy Boy Salcedo

  • Jovern “Jovan” Abantao

  • Carl Sernicula

  • Reynaldo Tadiaque

“We want to cleanse the IDJ,” said Montero.

The Iloilo Police Provincial Office (IPPO) proposed the installation of signal jammers at the IDJ to disrupt illegal transactions thereat.

Detained drug suspects continue their clandestine operations using cell phones, according to Senior Superintendent Marlon Tayaba, IPPO director.

Meron pa ring transactions. Ang mga nandoon ay high-profile inmates involved in the illegal drug trade,” Tayaba told officers and members of the Iloilo Peace and Order Council during a recent meeting at the provincial capitol.

These drug deals were not only provincial but regional in scope, he added./PN
