BACOLOD City – Former and current employees of the Bacolod City Water District (Baciwa) may be placed under investigation for graft and corrupt practices in the procurement of the city’s bulk water supply project.

Baciwa general manager Juliana Carbon said she received an e-mail from Jose Ramon Sy informing her that a complaint against Baciwa officials was filed before the Office of the Ombudsman in Quezon City.

A letter addressed to Ombudsman Conchita Carpio-Morales dated Sept. 8 was attached to the e-mail, said Carbon.

The letter, sent by the “concerned taxpayers of Negros,” identified the accused as former Baciwa Board of Directors chairwoman Ma. Aida Torre, former Baciwa general manager Mario Macatangay, Baciwa Bids and Awards Committee (BAC) chairwoman Jenelyn Gemora, and BAC members.

In the complaint, the taxpayers pointed out that Baciwa issued a notice of award to the Bacolod Bulk Water, Inc. (BBWI) despite the latter not being able to register itself at the Security and Exchange Commission and secure business permits and licenses and a certified true copy of application for water permits at the National Water Resources Board.

The taxpayers also accused the employees of entering into a contract even if the BBWI – a consortium of Mactan Rock Industries, Inc., Tubig Pilipinas Group, Inc. and TGV Builders, Inc. – stated that it does not have a water source or water rights that time, the complaint further stated.

Carbon said the accused employees must answer to issue.

“They must be ready to answer and I hope they can justify their actions,” she added.

Gemora said she has yet to receive a copy of the complaint.

“We will deal with it once the Office of the Ombudsman instructs us to explain our side,” Gemora said./PN
