BACOLOD City – At least 25 residents of this city considered as persons under monitoring (PUMs) for the coronavirus disease 2019 (COVID-19) has been declared “missing” after personnel of the Barangay Health Emergency Response Teams (BHERTs) failed to locate them.
These PUMs have yet to finish the 14-day mandatory home quarantine, according to Dr. Grace Tan, chief of the City Health Office’s (CHO) Environment and Sanitation Division.
“These PUMs were nowhere to be found in their houses. Our BHERTs personnel have lost contact with them for several days,” Tan said.
According to the Department of Health (DOH), PUMs are those who have a history of travel to other areas of China and/or history of exposure to a confirmed case of COVID-19 within the past 14 days, regardless of their nationality, race and age. The DOH also monitors those who exhibit fever or any symptom of lower respiratory illness, and has history of travel to other countries with a confirmed case of COVID-19 even without any history of exposure
“I am calling all of them (PUMs) to contact their designated BHERTs member because it is their social responsibility and obligation to keep in touch for the monitoring of their situation,” the CHO official stressed.
The following are the home quarantine guidelines that PUMs should strictly adhere to:
* PUMs should stay home for 14 days
* Wear mask if in company of other people, and properly dispose used mask
* Avoid handshake, kissing or hugging someone
* Use your own set of utensils; do not share your towels, toothbrush, glass, spoon and fork, etc.
* Avoid contact with elderly, children or those with underlying medical condition
* Routinely clean frequently-touched surfaces such as doorknobs, light switches, cellphone, tables, handles and toilet
Those presenting with mild symptoms are advised to self-isolate while those experiencing severe and critical symptoms need to be immediately admitted to health facilities.
As of Monday, this city has 1,215 PUMs under home quarantine, a record from the CHO showed. Five of them with mild symptoms turned patients under investigation (PUIs).
Meanwhile, the number of COVID-19 cases here remains at five with four of them in stable condition./PN

They are breaking protocol so give them a dose of their own medicine. Expose their names in public without regard to their privacy so the public maybe warned.
If you are a PUM escapee of DOH/provincial police. What is the penalty? Dapat they should be given a penalty so that may fear sila na hindi mag escape.
If they can not be located announce that if they get sick they will not be treated. Also police should issue shoot to kill orders.
