The REB Licensure Examination is in line with the declaration of the policy of Republic Act No. 9646 or the “Real Estate Service Act of the Philippines.”

Under the said law, the State recognizes the vital role of the real estate service practitioners in the social, political, economic development and progress of the country by promoting the real estate market, stimulating economic activity and enhancing government income from real property-based transactions.

The law shall lead to the development and nurturing of real estate service practitioners through proper and effective regulation and supervision. It will also develop the competency, sense of responsibility and professionalism of real estate brokers as they will be trained to become globally competitive to further promote the growth of the real estate industry.

The said law was approved on June 29, 2009 and became effective on July 30, 2009, while implementing rules and regulations took effect on August 9, 2010.

The law aims to professionalize the practice of real estate in the Philippines. Under its Internal Rate of Return (IRR), only those qualified and licensed are allowed to practice and consequently must maintain their membership in the profession by following set of rules.

The PRC Board of Real Estate Services shall make the course Bachelor Degree in Real estate Management a prerequisite in taking the licensure examination.

However, applicants who are not graduates of the said course can still take up the licensure examination as long as they completed the 120-credit unit requirement of real estate subjects and training hours from any PRC-accredited service provider.

With this, only the examination passers and those who complied with the requirements as stated by the law and its IRR can practice real estate service in the Philippines. The law also prohibits the unauthorized practice of real estate service in the country./PN
