BACOLOD City — Mayor Monico Puentevella was disappointed with the private company tasked to collect garbage here.
The city government will penalize Enviroking Corp. for failing to collect truckloads of waste, said Atty. Rayfrando Diaz, City Legal Office (CLO) head.
Diaz said they sent Erwin Buot, general manager of Enviroking, a letter dated Aug. 12, 2014 saying Puentevella was not satisfied by the contractor’s performance.
Enviroking failed to comply with the essential terms and conditions of the contract of service it signed with the city government on Feb. 27, the CLO said.
Diaz said the mayor has been receiving complaints regarding uncollected wastes around the city.
Puentevella personally saw on Aug. 6 a huge pile of uncollected garbage at the Libertad Market and sensed the stench coming from it, said Diaz.
Also, five truckloads of garbage remained uncollected at the said market as of 7 a.m. on Aug. 12, Diaz said, citing Legal Assistant II Rey Demisana.
The city government in February entered with Enviroking a contract on a sustainable system of solid waste hauling and disposal here under a package cleanup system and collection through a door-to-door arrangement.
Diaz said the city will impose against the contractor penalties stated in Article 5 of the contract, specifically on improper or non-collection of garbage.
Enviroking will be charged with the actual cost of collection, hauling and disposal, plus 20 percent, Diaz said.
The total amount will be deducted from the city government’s billing, he said.
Puentevella, meanwhile, ordered the Department of Public Services to collect and dispose of all garbage that Enviroking has failed to collect.
