BACOLOD City – The Office of the Government Corporate Council (OGCC) has yet to give its clearance allowing the Bacolod Bulk Water, Inc. (BBWI) to connect its water treatment facility to Bacolod City Water District’s (Baciwa) mainline pipe for the delivery of bulk water across the city.
On Sept. 25, the OGCC received a letter from Baciwa asking its “opinion or clearance” on the planned amendment of contract that it entered with the bulk water supply project contractor BBWI.
The planned amendment, in effect, will allow BBWI to deliver bulk water across the city through Baciwa’s mainline pipe.
Baciwa general manager Juliana Carbon considered this alternative after BBWI failed to lay down pipes from its water treatment plant to the water district reservoir.
BBWI has yet to secure a “right of way” as it negotiates with owners of properties where its pipes are supposed to pass.
Carbon said the OGCC was “ready” to give its opinion regarding the planned amendment yesterday but it discovered that the bulk water project has two pending complaints filed before the National Water Resources Board.
The complaints included an annulment demand for BBWI’s water permit filed by a private individual and a petition for lease that the Baciwa filed against BBWI.
Carbon said the OGCC is still studying the matter.
She added that OGCC’s opinion will only be for “guidance.” The final decision will be up to the Baciwa Board of Directors, she stressed.
“They (directors) will have the final say with or without OGCC’s opinion. It will be a very risky decision,” said Carbon.
The Baciwa general manager said they are finding ways to solve the water problem in the city.
Meanwhile, the inauguration of BBWI’s water treatment plant in Barangay Granada was conducted yesterday.
