DUMAGUETE City– Members of the Sangguniang Panlungsod (SP) expressed disgust over what they considered as a disrespectful act of Senior Superintendent Edwin Portento, acting director of the Negros Oriental Police Provincial Office (Norppo), in relieving Superintendent Jovito Atanacio as the city’s police chief.
The city councilors said the relief was effected despite an SP resolution requesting for the extension of Atanacio’s stint in the city especially that several activities are lined up until December in Dumaguete.
There was also a letter requesting the same to the city mayor.
The SP recommended the withholding of assistance to the city police in the 2018 regular budget until Portento convinces its members that the decision to remove Atanacio from the position has not been influenced by “someone else.”
Councilor Manny Arbon said the “unceremonious way” of replacing the former police chief doesn’t speak well of Norppo as an organization.
Arbon added that if Norppo considers the local government unit as partner, it must extend mutual respect.
Arbon – along with councilors Michael Bandal, Lilani Ramon and Estanislao Alviola – said they felt offended by the way Atanacio was pulled out for they supported a resolution that commended the former police chief for a job well done in the city.
Arbon stressed that the P5-million law enforcement aid will be withheld pending an explanation from Portento.
The relief order was issued when Atanacio was on leave and while the mayor was out of town, Arbon said.
He added that they were surprised on Nov. 6 that Superintendent Jonathan Pineda, newly assigned officer-in-charge of the Dumaguete police, had already reported as a replacement of Atanacio. (PNA/PN)
