ROXAS City – Mayor Angel Alan Celino railed against Gov. Antonio del Rosario after the latter said the city government must not avail itself of loan for the construction of a public market in Barangay Lawaan.
Celino called del Rosario’s performance lawlaw (lame) after the provincial government failed to get the Seal of Good Governance Award that the Department of Interior and Local Government has given to qualified local government units across the country last month.
“We have barely one and a half year before election. Let the new mayor decide. Indi na dapat mag-utang kay last term na. Indi legasiya ang utang,” del Rosario said.
Celino, now on his third term, can no longer seek reelection in 2019.
“It is better yet to investigate the real purpose of the loan,” del Rosario added.
Meanwhile, the Sangguniang Panlungsod considers giving Celino the authority to negotiate and enter into a P150-million loan agreement with a bank – which is yet to be identified – for the market’s construction fund.
Celino said the city government is capable of paying for the loan in case the SP gives him the go signal.
The mayor bragged about his projects, like the integrated transport terminal in Barangay Lawaan and the sanitary landfill in Barangay San Jose. Each project has a P50-million budget.
Celino said the transport terminal “helped decongest the traffic in the city, a major concern that was not addressed by del Rosario during his time as mayor of the city.”
Celino added that the landfill is the city’s response to Republic Act 9003, or the Ecological Solid Waste Management Act of 2000, which prohibits the operation of open dumpsites.
“Ano prueba niya (del Rosario) nga mapakita nga mayo performance niya bilang gobernador? It is inappropriate for him to meddle with the affairs of the city government,” Celino said.
Celino also sarcastically said, “Wala man nahambal sa layi nga kon last termer ikaw indi ka na maghimo sang imo trabaho. Ngaa kon last termer ka nabutang sa layi nga mapungko ka lang sa casino kag magbulang?”
Celino also said del Rosario only “wanted to divert the attention of the public” as he is now undergoing a lifestyle check.
President Rodrigo Duterte ordered the National Bureau of Investigation to conduct lifestyle checks on some local chief executives in the country, including Celino./PN
