ILOILO City – Dysfunctional drainage system. Slow processing of permits. Improper disposal of garbage. Physical violence. Bribery, etc.

The city hall’s Costumer Care Center (CCC) received a total of 213 complaints from January to Dec. 21, 2017.

Out of these complaints, 36 were received through the 8888 hotline of the Civil Service Commission (CSC) and were endorsed to the CCC; 79 complaints were made through phone calls; and 98 were brought to the CCC either through post office letter or email.

The CCC received an average of two to three complaints a day for the said period, according to the center’s executive director Eireen Manikan.

“All complaints were endorsed to the office or department concerned and we could say that 90 percent of the complaints were acted upon,” said Manikan.

She, however, stressed this did not necessarily mean the complaints were all solved “because some complaints took long processing just like the complaints about the drainage system.”

“The City Engineer’s Office told us they needed to include the (repair) of drainage system in their budget (for 2018),” explained Manikan.

She described the CCC as “a good venue to bridge the gap between the government and the people.”

“Through the CCC we have explained the side of the city government,” said Manikan.

Since the establishment of CCC, a total of four city government employees were fired due to complaints received.

“The Department of Interior and Local Government issued a memorandum order dated Aug. 23, 2017 asking for the institutionalization of action team to respond to all 8888 complaints to ensure the speedy action of the complaints towards the local government unit. Fortunately in September of 2016, the city government has already activated our Costumer Care Center,” said Manikan.

She urged residents not to hesitate bringing their complaints to the CCC.

“We will make our presence felt by the public. They can approach us anytime especially by having an active social media campaign and by strengthening our community relations,” said Manikan. (Merianne Grace J. Ereñeta, Iloilo City PIO/PN)
