BACOLOD City – IPM-Construction and Development Corp. (IPM-CDC) was declared the lone bidder for the environmental and sanitary service in the city.
The contract – which has a P72-million approved budget covering the period April to Dec. 31 this year – is in relation to the management of the sanitary landfill in Barangay Felisa.
The company offered a P71,984,261.26 bid, according to Bids and Awards Committee (BAC) chairman Maphilindo Polvora.
BAC’s technical working group will conduct this week the post-qualification of the documents that IPM-CDC submitted during the bidding. This will be done at the IPM-CDC office in Manila.
Under the contract, IPM-CDC will receive over P7.9 million every month from the city government for its sanitary landfill management services.
It is about P400,000 higher compared to the P7.5-million monthly fee that the city government has been giving to the same company for the same service from January to March this year.
Polvora explained that the city council has approved a higher budget for the environmental and sanitary services to cushion the effect of the Tax Reform for Acceleration and Inclusion law on fuel and other products.
IPM-CDC is also the service provider for garbage hauling and collection in Bacolod, which is under a separate contract.
Last week, the city council granted Mayor Evelio Leonardia the authority to sign that contract, which has a P148,388,285.77 budget covering the period April to Dec. 31 this year.
The city council is set to ratify this contract today.
Republic Act 9003, or the Ecological Solid Waste Management Act of 2000, prohibits local government units to have open dump sites as final disposal locations of collected garbage in their areas.
“As an alternative, sanitary landfill sites shall be developed and operated as a final disposal site for solid and, eventually, residual wastes of a municipality or city or a cluster of municipality and/or cities,” the law added./PN
