ILOILO – A P25-billion investment fund has been allocated for the programs, projects and services of the provincial government for 2024.
On Tuesday, Sept. 12, the Sangguniang Panlalawigan (SP) approved Resolution No. 2023-2 of the Provincial Development Council En Banc setting Iloilo’s Annual Investment Program (AIP) for 2024 at P25,295,596,589.79.
The AIP has the following allocations:
* general public services sector – P2,228,415,431
* social services sector – P8,077,813,752.06
* district/provincial hospitals – P4,625,855,200
* economic services sector – P8,717,075,713.73
* other services sector – P6,272,291,693
Under the general public services sector are Executive Services, Legislative Services, Treasury Services, Budgeting Services, Accounting Services, General Services, Administrative Services, Legal Services, and Legislative Support Services, among others.
Under the social services sector are Iloilo Sports Management and Development Service, Library and Archives Services, Education and Manpower Services, Health Services, Population Management Services, Public Employment Services, and Hospital Management and Technical Support Services.
Under district/provincial hospitals are Iloilo Provincial Hospital, Aleosan District Hospital, Sara District Hospital, and the rest of the district hospitals in the province.
Under the economic services sector are Agricultural Services, Veterinary Services, Environmental and Natural Services, and Engineering Services, among others.
Under the other services sector are the Development of Local Disaster Risk Reduction and Management Programs, Provincial Civil Defense Operation Center, and terminal leave benefits, among others.
The AIP will be the basis of the 2024 annual budget of the executive department headed by Gov. Arthur Defensor Jr., the Provincial Planning Development Office, and other heads of offices, to be submitted to the SP in October 2023 for hearing and approval.
“Ang budget nga i-duso nila kinahanglan nadihon or na-angut sa AIP. Ang AIP is just a projection; the actual programs and services will be based on the budget that is realizable for 2024,” said Provincial Board member Domingo Oso Jr., chairman of the Committee o Appropriations.
It is important to lay out in the AIP the possible projects, programs, and services of the provincial government for 2024 to determine the needed budget, he stressed.
For 2023, the approved AIP of the provincial government ranges from P22 billion to P23 billion./PN
