ILOILO City – The Iloilo City Government, in collaboration with Subic Bay Metropolitan Authority (SBMA), conducted a week-long training for City Disaster Risk Reduction Management Office (CDRMMO) Urban Search and Rescue (USAR) personnel.
Some 18 personnel were trained on techniques for Collapse Structure Search and Rescue (CSSR), Confined Space Rescue, High Angle Technical Rescue, and Hazardous Materials Response and Rescue from May 13 to 19.
The city has 11 certified CSSR technicians, four CSSR technicians and instructors, and one Federal Emergency Management Agency (FEMA) Urban Search and Rescue Specialist and Instructor.
The training was conducted in accordance with the guidelines established by the International Search and Rescue Advisory Group (INSARAG).
Dealing with USAR-related issues, INSARAG aims to establish minimum international standards for USAR teams for international coordination in earthquake response.
This specialized training regimen was designed to simulate the physical demands encountered during real-world search and rescue operations.
“We had classroom instruction training at the CDRRMO, and exercises and simulations at La Paz Elementary School. We are also impressed by the city because they have complete rescue tools and equipment, and to be part of this training is a great honor for us. We are happy that the team had a very satisfactory performance,” SBMA Fire chief Ranny Magno said.
He added: “Leveling up is a matter of partnership and action, and we are always willing to help Iloilo City improve their services in collapsed structure response whenever there is an earthquake. We are thankful to CDRRMO head Donna Magno for inviting us to train USAR.”
USAR operations aim to efficiently locate, rescue, and administer medical attention to people who get trapped in urban conditions.
