Bacolod SP wants heightened police visibility for holidays

BACOLOD City – The Sangguniang Panlungsod (SP) in this city has asked the Bacolod City Police Office (BCPO) to heighten visibility in crowded places such as malls and transport terminals for the holiday season.

In a resolution passed by the members of the SP, they are requesting to BCPO director Colonel Joeresty Caronica to deploy more policemen specifically in malls, Bacolod City Public Plaza, Bacolod City Government Center (BCGC), The Upper East-Megaworld, and the Provincial Capitol Lagoon to ensure a safe, secure and peaceful holiday celebration in the city.

“The Christmas and New Year holidays are the time of the year that the said places are frequented by most people because of the opulent, colorful decorations and abundant bright lights,” said Councilor Em Ang.

During the holidays, more people will be visiting crowded areas and petty crimes and other modus operandi will likely occur, thus police visibility must be increased also, she said.

Ang also cited Section 5, Article II of the 1987 Philippine Constitution stating that “the maintenance of peace and order, the protection of life, liberty, and property, and promotion of the general welfare are essential for the enjoyment by all the people of the blessings of democracy.”

She further said that Section 16 of the Republic Act No. 7160, or the Local Government Code provides that, “Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare.”/PN
