BACOLOD City – All regular and casual employees of the city government were prohibited to engage themselves in processing business-related transactions for other people at the Bacolod City Government Center (BCGC).
The City Mayor’s Office (CMO) issued Memorandum Order No. 004 address to all city hall employees.
“Pursuant to Republic Act 11032, otherwise known as the ‘Ease of Doing Business and Efficient Government Service Delivery Act of 2018’, all city government employees, including job orders, are not allowed to engage or process business-related transactions for other people in the BCGC, to include processing of business permits/licenses, among others,” read part of the memorandum.
Secretary-to-the-mayor Atty. Marty Go said the memorandum aims to ensure that business permit applicants who have relatives or friends at the city hall will not be given preferential treatment or advantage.
“City hall employees are only allowed to assist the clients but not to the extent that they are the ones to queue and bring with them the documents to be processed,” Go added.
It was reported earlier this week that two regular employees of the city government here are facing complaints for alleged graft and corrupt practices.
City Legal Officer Karol Joseph Chiu said the employees are assigned at the Bacolod Environment and Natural Resources Office (BENRO) and City Treasurer’s Office (CTO).
“The two allegedly acted as fixers. The complaints were filed at the CMO in December 2024 alleging that they received money from the complainants in exchange for their business permit processing,” said Chiu.
Complaints were filed against them after no business permits were released to the complainants.
Chiu added that the said BENRO and CTO employees received P40,000 and P12,000, respectively, from the complainants./PN
