ILOILO City – To ensure uninterrupted pay for hundreds of non-regular city employees, the Iloilo City Council has granted Mayor Raisa Treñas the authority to sign all Contract of Service (COS) agreements under the City Employment for Services Program for Economic Development and Inclusive Communities (CESPEDIC) from July 1 to December 31, 2025.
The resolution, passed during a regular session this week, was deemed urgent to prevent payroll disruptions amid the administrative transition following Mayor Treñas’ assumption of office.
COS contracts are renewed every six months and require the mayor’s signature for processing.
“Through this resolution, we can now process the contracts of our COS employees without delay,” said Mayor Treñas. “This will ensure that salaries for the month of July will be complete and on time. We want to assure our employees that the administration is working to maintain continuity and stability.”
Treñas emphasized that COS workers form the backbone of many city government programs, contributing to essential clerical, technical, and frontline operations across departments. Ensuring their continued compensation, she said, is a matter of fairness and operational efficiency.
The council’s action also reflects broader efforts by the city government to safeguard employee welfare. During the same session, officials confirmed that funding has been secured for the salary adjustments of regular employees under Supplemental Budget 1, with the increase taking effect on August 2, 2025, as mandated by the Salary Standardization Law./PN
