Urban planning in a sinking city

IT WOULD be a mistake to trivialize the recent flooding in Iloilo City’s Jaro district as just a tale of poor drainage or political discord. It is in fact a sobering reminder that the challenges of urban planning in a city sinking under its own weight can no longer be ignored.

Much of Iloilo City lies below sea level. Add to that the worsening problem of land subsidence caused by groundwater extraction, unchecked development, clogged waterways, and outdated drainage systems — and what we get is a city increasingly vulnerable to even moderate rainfall. The Buntatala Creek flooding, which affected five barangays in Jaro, is only the latest example of how environmental factors are outpacing engineering responses.

Despite infrastructure efforts — from slope protection to creek widening — the reality remains: the current approach is piecemeal. Urban development continues to outpace climate resilience. Drainage projects are too often reactive, rushed, and disconnected from the broader ecological context of the city’s waterways, soils, and elevation profiles.

The city cannot engineer its way out of flooding with concrete alone. What it needs is not just more infrastructure — but smarter, nature-sensitive, flood-resilient urban design. That means rethinking how roads, homes, and drainage systems are built. It means protecting and restoring creeks and wetlands that act as natural buffers. It means strict geohazard assessments before construction begins, and adaptive infrastructure that anticipates sea-level rise and increased rainfall.

Equally important is the enforcement of zoning laws and building regulations. Encroachments on riverbanks and creeks — often tolerated or ignored — reduce the natural capacity of waterways to drain excess water. The city must have the political will to remove or relocate structures that obstruct floodplains, even when it is politically inconvenient. Urban planning must prioritize public safety over short-term gains or vested interests.

Aso embrace innovation. Other cities vulnerable to flooding are already investing in green infrastructure: permeable pavements, rain gardens, elevated pathways, underground retention tanks, and community-based monitoring systems. Iloilo should not wait to become a case study in climate failure before adopting proven solutions from cities with similar vulnerabilities.

The Department of Public Works and Highways and the city government must also collaborate more deliberately — not just on project execution, but on long-term master planning. Stormwater management systems must be integrated, scalable, and responsive to the realities of a changing environment.

Flooding in Iloilo is no longer just a seasonal inconvenience — it is a structural risk. And unless city officials shift their mindset from short-term fixes to sustainable planning, the floods will only get worse. Urban expansion cannot come at the cost of environmental neglect.

The city must act now, and plan smarter. Before the next downpour, before the next creek overflows, before the next patchwork solution fails again.
