BACOLOD City – The city government here has reaffirmed its commitment to disaster preparedness following a successful earthquake and fire simulation drill held at the Bacolod City Government Center (BCGC) on July 31.
The activity was part of the culminating events for National Disaster Resilience Month, aimed at strengthening public awareness and improving coordinated emergency responses across local agencies.
According to Dr. Anna Maria Laarni Pornan, head of the City Disaster Risk Reduction and Management Office (DRRMO), Bacolod City is prepared for possible calamities based on their assessment during the drill. However, she emphasized the need for more training, especially among government personnel stationed at the BCGC.
“We need more training to enhance the capability of our personnel and fellow government workers for seamless response execution,” Pornan said, noting that the establishment of additional evacuation routes within the BCGC is also necessary.
At around 10 a.m., a simulated earthquake alarm signaled the start of the evacuation process, with personnel from the Philippine National Police (PNP) assisting employees and visitors as they exited the building.
Shortly after, responding teams from the DRRMO – Emergency Medical Services, Bureau of Fire Protection – Special Rescue Force, and various volunteer rescue units conducted rapid assessments and initiated search and rescue operations.
Using the Incident Command System, the DRRMO and partner agencies showcased their emergency response capabilities, deploying a state-of-the-art mobile command center, rescue equipment, and mobility units.
Mayor Greg Gasataya, who took part in the drill, emphasized the importance of improving communication systems during emergency operations.
“Equipment-wise, we have what we need, but I’ve already discussed with Dr. Pornan the need to beef up our communication capabilities,” the mayor said. “More importantly, we need continuous training for our volunteers and barangay responders—especially those at the frontlines.”
Participating agencies and organizations included the Office of the Civil Defense – Negros Island Region, represented by Aleta Nogra, Chief of the DRRM Division; Philippine Red Cross; Chamber Volunteer Fire Brigade; Amity Volunteer Fire Brigade; Panay Volunteer Emergency Radio Communications (PAVERCOM); and K9 Search and Rescue – Philippines.
The simulation exercises served not only as a test of preparedness but also as a clear reminder of the city government’s ongoing commitment to disaster risk reduction and community resilience./PN
