BACOLOD City — The Bids and Awards Committee (BAC) of the Bacolod City government will open and evaluate bids today, December 18, to determine the lowest bidder for the city’s environmental and sanitary services contract.
The bidding is being conducted as the existing contract with IPM–Construction and Development Corp. (IPM-CDC) is set to expire on December 31, 2025.
City officials underscored the urgency of securing a new agreement to ensure the uninterrupted hauling and collection of garbage, particularly after the holiday season when waste volume typically increases due to numerous social gatherings.
The local government initiated the procurement process as early as last week in anticipation of the contract’s expiration, with bid opening and evaluation forming part of the required procedures.
BAC chairperson Atty. Hermilo Pao-yon confirmed that the procurement process for the hauling, collection, and management of the city’s solid waste is already underway. He said the project has been posted on the Philippine Government Electronic Procurement System (PhilGEPS) to invite interested firms to participate in the bidding.
Pao-yon added that the number of prospective bidders has yet to be determined, despite the conduct of a pre-bid conference.
He disclosed that the Approved Budget for the Contract (ABC) for the environmental and sanitary services project is P330 million for a one-year period, covering January to December 2026.
Aside from the environmental and sanitary services procurement, the BAC will also open and evaluate bids for the construction of Cell No. 5 of the city’s sanitary landfill in Barangay Felisa, with an ABC of P110 million.
Both bid evaluations are scheduled to be conducted in the morning at the Bacolod City Government Center./PN
