ILOILO — The Police Regional Office 6 (PRO-6) has relieved 46 chiefs of police across Western Visayas in one of the region’s most extensive leadership reshuffles in recent years, a move officials described as part of a regular administrative process aimed at strengthening professionalism, accountability, and operational effectiveness.
The mass relief, effective January 30, 2026, was formalized through Resolution 2026-01, approved on January 27, and covers police stations under the Iloilo, Antique, Capiz, Aklan, Guimaras provincial police offices, as well as the Iloilo City Police Office.
The biggest number of relieved officers came from Iloilo Province (13), followed by Antique (11), Capiz (10), Aklan (6), Iloilo City (5), and Guimaras (1).
The personnel movement is being processed through the Second Level Officers’ Placement Board, chaired by Alexander G. Mariano, PRO-6 deputy regional director for administration, to ensure transparency and strict adherence to Philippine National Police policies.
According to PRO-6, the relief and reassignment were based on established criteria, including length of time in the current position, cumulative tenure of at least six years, and merit- and performance-based considerations, including results in anti-criminality efforts.
PRO-6 regional director Josefino D. Ligan said the reshuffle should not be viewed as punitive but as a routine organizational measure.
“This is a regular administrative process anchored on existing PNP policies. It aims to ensure fairness, sustain professionalism, and provide equal opportunities for leadership development, while maintaining effective and responsive police service in our communities,” Ligan said.
Ligan emphasized that the reassignment is intended to enhance organizational efficiency and prevent familiarity that may affect operational effectiveness.
He added that relieved officers are expected to move to staff positions within city or provincial police offices, with new assignments still pending.
All affected officers have been directed to report to PRO-6 headquarters on February 2.
While PRO-6 maintained that police operations and public safety services will remain uninterrupted, the reshuffle has reportedly drawn resistance from some local chief executives, underscoring the impact of the move at the local level.
Iloilo Province

From the Iloilo City Police Office, relieved were Capt. Benjie Dicen (ICPS-6), Capt. Michael Tuburan (ICPS-7), Capt. Lester Oliveros (ICPS-8), Maj. Eduardo Siacon Jr. (ICPS-9), and Capt. Val Cambel (ICPS-10).
Guimaras
