Human Settlements Adjudication Commission – Regional Adjudication Branch VI
ON FEBRUARY 14, 2026, the Human Settlements Adjudication Commission (HSAC) commemorates a significant milestone – its 7th anniversary. What began as a specialized institution addressing housing and land disputes has, over the years, evolved into a cornerstone of accessible justice for communities across the country.
Established under Republic Act No. 11201, the HSAC was created to offer a dedicated forum for resolving conflicts that often involve ordinary citizens: disputes over residential lots, boundary controversies, issues with homeowners’ associations, and other matters directly linked to human settlements and property rights. HSAC promised a faster, more affordable, and more user-friendly alternative.
From its early days, HSAC’s mandate has reflected a dual emphasis: adjudication and social reform. It is not merely a venue for legal arguments, but also an institution that seeks to strengthen public confidence in the rule of law, especially for those whose disputes concern the roof over their heads.
Over the past seven years, the Commission has handled thousands of cases that might otherwise have languished in court dockets. Its decisions have brought closure to families locked in property conflicts, clarified ownership questions, and helped enforce standards in housing development and community management. From tenancy disputes to disagreements between buyers and developers, HSAC’s reach has been both broad and meaningful.
Integral to this work are the Regional Adjudication Branches, such as HSAC Regional Adjudication Branch VI, which serves communities in Western Visayas. These offices have become vital access points, bringing justice closer to residents who often lack the time, resources, or legal expertise to pursue lengthy litigation. By situating adjudication services within regions, HSAC has helped demystify legal processes and promote more inclusive participation in dispute resolution.
In celebration of its anniversary, the Regional Adjudication Branch VI has prepared a variety of activities aimed at both employees and the public. Among these are information and education campaigns that span print, radio, and online platforms. These initiatives aim to raise awareness about available services, explain common legal terms, and encourage stakeholders to engage with the system proactively – not only when conflict arises, but also in preventing disputes through greater legal literacy.
As part of the celebration of HSAC’s 7th Anniversary under the theme “Seven Years of Quality Action: From Resolution to Reform,” the HSAC Regional Adjudication Branch VI has lined up a series of meaningful and engaging activities throughout February 2026. These include the conduct of Information and Education Campaign (IEC) Booth Display at Gaisano Capital City on February 12, 13, 16, 18, and 19, as well as another booth display in coordination with a Key Shelter Agency from February 23 to 26. In addition, the Department of Human Settlements and Urban Development (DHSUD) Region VI will collaborate with the HSAC Regional Adjudication Branch VI in conducting a Legal Aid Clinic on February 16, 2026, at Gaisano ICC Mall, to provide free legal assistance to the public on housing- and real estate–related concerns.
Public information efforts will be further strengthened through media engagements, including a feature article in this newspaper, Panay News, Inc., and guest appearances on K5 Punto Legal of K5 News FM Iloilo on February 15.
Internally, HSAC will hold an Anniversary Mass and an Orientation on Employees’ Benefits (GSIS and ECC) on February 16 and participate in the Kapihan sa PIA in Western Visayas on February 18 to engage stakeholders and the public. The celebration will also promote employee wellness and camaraderie through an Anniversary Wellness Day (Zumba Activity) on February 20, the DHSUD & HSAC Anniversary Run on the morning of February 27, and the HSAC Mini-Sports Activity (Bowling) in the afternoon of the same day.
This emphasis on public education highlights an important shift in HSAC’s role: beyond deciding cases, the Commission is working to build an informed community. A society that understands its rights and obligations is better equipped to pursue equitable outcomes and reduce the incidence of conflict in the first place.
Looking back on seven years of service, HSAC’s journey reflects both resolution and reform. It has resolved countless disputes, delivered legally binding decisions, and provided an alternative path to justice. It has also reformed expectations – showing that legal institutions can be both responsive and accessible, especially to those who are most affected by housing and settlement issues.
As the Commission moves forward, its continued success will depend on sustained public engagement, ongoing capacity building, and the enduring commitment to fairness and equity.
