ILOILO City – Police Regional Office 6 (PRO-6) director General Randulf Tuaño has placed all provincial and city police directors, and municipal police chiefs in Western Visayas under performance review.
No police official is guaranteed to keep his or her post, Tuaño warned as he announced adopting a “back-to-zero” assessment policy across the region.
While ruling out an immediate reshuffling of police leadership, Tuaño said every commander must prove their worth under his administration, regardless of achievements earned under previous regional directors.
“There will be no reshuffling for now. Whether their performance under previous directors was very good or whether they still need improvement, I have made it clear that when I assumed this position, everyone went back to zero,” Tuaño said during a press conference on Monday, June 1.
The newly installed regional director said performance would be the sole basis for future assignments and retention in key police posts.
“They all have to prove and show that they are worthy of continuing in their respective positions. Performance will be the basis,” he said.
Tuaño stressed that no position in the Philippine National Police (PNP) is permanent and that leadership roles must always be occupied by the most qualified personnel.
“No one is indispensable in the PNP. If there is someone more qualified for your position, that person will be placed there,” he said.
The PRO-6 chief, however, clarified that no leadership changes are currently being contemplated because all commanders are still being evaluated.
“For now, we are not making any changes because everyone is still undergoing observation,” Tuaño added.
The policy signals a merit-based leadership approach in Western Visayas, with police officials expected to demonstrate measurable performance and leadership effectiveness as Tuaño begins his tenure at the helm of the region’s police force./PN
