ILOILO City – The Iloilo City Government has once again received an Unmodified Opinion from the Commission on Audit (COA) in the latter’s Annual Audit Report covering the fiscal year ended December 31, 2025, the city government announced.
Mayor Raisa Treñas said the latest COA rating is a significant milestone in her first year in office, describing it as an affirmation of the city’s financial integrity and governance systems.
An Unmodified Opinion is the highest audit opinion issued by COA, indicating that the city’s financial statements are fairly presented, accurate, and compliant with applicable international public sector accounting standards.
“This highest audit opinion affirms the city’s financial statements as fairly presented, accurate, and fully compliant,” Treñas said.
She noted that this recognition is not only an achievement of the current administration but also reflects continuity in governance reforms. The last time Iloilo City received the same distinction was during the final year of the administration of former mayor Jerry Treñas.
“This recognition is both a continuation and reaffirmation of our shared commitment to good governance across administrations,” she added.
Treñas emphasized that the achievement was the result of a “whole-of-department” effort involving all city departments, offices, and personnel who ensured compliance, diligence, and accountability in the use of public funds.
The city government also acknowledged the guidance of COA, saying its independent audit and recommendations continue to strengthen local financial systems and governance processes.
“As we move forward, this recognition further strengthens our resolve to sustain and even elevate our standards of transparency, accountability, and efficient public service para sa kada Ilonggo,” said Treñas./PN
