ILOILO City – West Visayas State University (WVSU) emerged as the No. 1 top-performing school in the Philippines in the September 2026 Librarians Computer-Based Licensure Examination after all 14 of its examinees passed, giving the university a perfect 100-percent passing rate.
Adding to WVSU’s national triumph, Louise Angelika P. Pahilanga placed second nationwide with a board rating of 92.40 percent.
The Professional Regulation Commission-administered licensure examination was held on September 3 and 4.
All 14 examinees from WVSU’s College of Information and Communications Technology (CICT) Main Campus passed the examination, propelling the university to the top among higher education institutions with seven or more examinees.
Pahilanga’s second-place finish capped an outstanding academic run for the Bachelor of Library and Information Science graduate.
She graduated summa cum laude and was previously recognized as the Most Outstanding Graduate in Academics of the WVSU Class of 2026.
WVSU President Dr. Joselito F. Villaruz congratulated the new registered librarians, with the university attributing the perfect performance to the graduates’ discipline and preparation, faculty mentorship and institutional support.
The achievement also drew praise from Iloilo City Mayor Raisa Treñas, who said the university and its graduates had brought honor to the Ilonggo community.
“My heartfelt CONGRATULATIONS to West Visayas State University (WVSU) for earning a 100% passing rate for their September 2026 Librarian Licensure Examination takers. Ang ini nga kadalag-an ang gina kabig nga isa naman ka bugal kag dungog naton bilang mga Ilonggo. It is a reflection of the quality of education, dedication of our faculty, perseverance of our students, and the culture of excellence that WVSU continues to build,” Treñas said.
She particularly hailed Pahilanga’s achievement.
“And what makes this even more remarkable is having Louise Angelika Penit Pahilanga rank No. 2 nationwide, with an outstanding 92.40% rating. As a city, we take particular pride in seeing our homegrown institutions and young Ilonggos excel in their chosen fields,” the mayor added.
“To the entire WVSU community—ilabi na guid sa tanan nga proud parents, kag sa aton mga bag-o nga librarians—kaupod ang bug-os nga syudad, gina dayaw kag gina selebrar guid namon ang inyo kadalag-an. Congratulations guid!”
