ILOILO City – A traffic enforcer shot a man at the public market of Dingle, Iloilo.
Nolan Osano, a 43-year-old resident of Barangay Licua-an, Dingle, surrendered to the police hours after shooting 27-year-old Wilson Perez of Barangay Tulatula-an, also in Dingle around 7:20 a.m. yesterday.
Police said Osano and Perez had a heated argument over the citation ticket issued to the victim’s younger brother Ronnel for a traffic infraction.
Osano used a .45 pistol on Perez, who died of gunshot wounds on the neck and back.
The shooting happened in front of Jhime Pharmacy at the public market on Muyco Street.
According to Police Officer 2 Luther Maderse of Dingle, Osano issued a citation ticket to Ronnel for executing a U-turn on a part of the street where it was prohibited by a municipal ordinance.
“Perhaps the traffic enforcer was not able to control his temper during an argument with the victim,” said Maderse.
Citing statements from witnesses, Maderse said Osano shot Perez after the victim told him, “Hulata ko da kay balikan ta ka (I’ll get back at you).”
Perez died while being rushed to the Iloilo Provincial Hospital in Pototan town.
One witness, the 30-year-old Arnielen Bastilla, was a friend of Osano and an employee of Jhime Pharmacy. The shooting stunned her.
“Osano was a good man. We’re friends. The shooting was so unexpected,” Bastilla told Panay News.
“Akig gid siya (Osano). Una duha katiro sa li-og. Tapos nag luhod na siya (Perez) nga nagakapyot sa liog galing gin palagsan pa gid tiro sa likod (Osano was seething with rage. He fired his gun twice. This sent Perez to his knees while holding his wounded neck. But Osano fired another shot, this time hitting Perez in the back),” said Bastilla.
Osano fled after shooting Perez.
“Gin hambalan ko ang manghod (Ronnel) nga madalagan man hay basi madalahig. Nag dalagan man ang manghod pero nag balik dayon, nag kuha bato kag gin pungkoy si Nong Nolan. Galing wala naigo si Nong Nolan (I told Ronnel to run away and he did. But he quickly returned to his wounded brother, picked up a phone and threw it at Nong Nolan but failed to hit him),” added Bastilla.
Osano was detained at the Dingle police station after his surrender./PN
