BACOLOD City – The barangay captain of Vista Alegre filed an administrative complaint against Liga ng mga Barangay president Noli Villarosa before the league’s national office.

Jose Maria Leandro Norberto de Leon accused Villarosa of Barangay Tangub of abuse of authority and violation of Section 5 (a) of the Code of Conduct and Ethical Standards for Public Officials and Employees (Republic Act 6173).

De Leon addressed the complaint-affidavit dated Nov. 21 to Atty. Edmund Abesamis, president of the Liga national office.

De Leon said Villarosa failed to respond to the letter from several barangay captains dated Oct. 7 requesting for another general assembly and a detailed financial report. He claimed Villarosa got the letter on Oct. 21.

Under Section 5 (a) of the Code of Conduct, Villarosa was supposed to reply within 15 working days from receipt of the letter, said de Leon.

De Leon also claimed Villarosa “changed the nomenclature” of an Aug. 26 general assembly after another barangay captain noticed he skipped an agendum on Liga fees.

“Pagustohi dira sia kon ma-file sia kaso,” Villarosa said in a phone interview. He said he will respond to the complaint once he gets a copy and inhibit himself from the Liga’s National Executive Board where is a member.

In his complaint, de Leon said that before the village chiefs sent the Oct. 7 letter, the Liga had a general assembly on Aug. 26 at the Sangguniang Panlungsod session hall at the Bacolod City Government Center.

During the assembly, Villarosa skipped the Liga fees (Agendum No. 4) and jumped to other important matters (Agendum No. 5), de Leon claimed.

Tanya Familiaran of Barangay 13 reminded Villarosa about the financial report, but Ma. Febe Legaspi of Handumanan called her attention and said she was out of order, de Leon stated in his complaint.

Familiaran, Legaspi and Mona Dia Jardin of Felisa had a discussion, but Villarosa called the assembly to order with the discussion “going offhand” and “changed the nomenclature of the ‘general assembly’ to a ‘Tesda (Technical Education and Skills Development Authority) orientation,’” said de Leon.

De Leon said the attending village chiefs “felt deceived.”

Villarosa announced he will hold another general assembly on Sept. 23, but no such assembly happened, said de Leon./PN
