BACOLOD City — To speed up services and improve transparency, the Office of the Building Official (OBO) has launched an e-Kiosk system for digital permit applications in the city.

Mayor Greg Gasataya led the launching on September 18, joined by City Administrator Atty. Mark Mayo and OBO Officer-in-Charge Engr. Amy Tentia.

The new system digitizes the processing of both building and occupancy permits, allowing applicants to register, upload requirements, and track the progress of their applications online. Mayor Gasataya assured residents that the platform is user-friendly, “as simple as using a cellphone,” even for those who are not tech-savvy.

The process for both permits includes online registration, uploading of documents, barcode generation, evaluation by OBO, issuance of notices of deficiency if requirements are incomplete, payment of fees, and eventual release of the approved permits. Verification and inspection are also conducted for occupancy permits.

Mayor Gasataya emphasized that the initiative is part of the city’s “no face-to-face policy” in government transactions, aimed at eliminating fixers while improving service speed and accountability.

“Not only will there be no face-to-face requirements, but the system also ensures efficiency and transparency. Our goal is to make things easier for the business sector while removing old practices,” the mayor said.

He added that minimal in-person steps remain only to allow OBO staff to verify the authenticity of submitted documents./PN
