ILOILO City – Barangay Calumpang in Molo district received a P150,000 incentive after bagging first runner-up honors in the 2016 Lupong Tagapamayapa Incentives Award (LTIA) from the Department of the Interior and Local Government (DILG).

The incentive was turned over on Oct. 2.

“We feel proud of them. They won last year as a runner-up in the national search for Outstanding Lupon in the highly-urbanized city category. They are also shortlisted as finalist in this year’s search and will be validated on Oct. 19,” said City DILG head Atty. Ferdinand Panes.

The awarding ceremony will be held in Malacañang at a date yet to be determined.

“Among the functions of the Lupon is to settle dispute samong the people in the barangay to avoid the filing of cases in court. This will help the court declog the cases somehow,” said Panes.

One of the factors why Barangay Calumpang got the award was the number of cases its Lupon settled, he added.

Based on DILG Memorandum Circular No. 2016-58 for LTIA-enhanced criteria and guidelines, the Lupons are evaluated based on the following:

  • efficiency in operation

  •  effectiveness in securing the settlement of interpersonal dispute objective of the Katarungang Pambarangay (KP)

  • creativity and resourcefulness

  • area or facility for KP activities

  • financial or non-financial support.

“The city DILG has been providing them technical assistance in order to comply with the indicators needed to be qualified in the search and we are happy because it paid off. Calumpang was invited by different municipalities in Western Visayas to teach how to formulate the Lupon,” said Panes.

Other barangays are encouraged to replicate Calumpang’s best practice to strengthen their Lupons to further help the court.

The LTIA, which was established in pursuant to Section 406 (b) of the Local Government Code of 1991, mandates the DILG to grant economic and other incentives to Lupons for their outstanding contributions to attain KP’s objectives.

The Lupon is an administrative body established by law to operationalize KP, as barangay justice system, as a response to continuing global search for in indigenous mediation structures capable of resolving disputes within a community, and beyond the formal courts of justice. (Iloilo City PIO/PN)
