City OKs flower vendors in designated areas

ILOILO City – The city government will allow the selling of flowers from Oct. 26 to Oct. 31 for “Fiesta Minatay” in six areas: the district plazas of Jaro, Arevalo, Molo, La Paz, Mandurriao, and along Aldeguer Street, City Proper.

Under Mayor Jerry Treñas’ Executive Order No. 129-2021, flower vendors must secure special permits by complying with the requirements such as barangay clearance, Community Tax Certificate, Special Services Division (SSD) documentation; and vaccine card.

Vendors must process their special permit through the Business Permits and Licensing Division (BPLD) of the City Mayor’s Office. Payment amounting to P200 per stall shall be paid through the City Treasurer’s Office.

“(M)any Ilonggos are requesting that they be temporarily allowed to sell flowers over portions of roads and sidewalks considering that it is an opportune time for them to earn a little income,” part of the EO read.

Flower vendors and their assistants must be vaccinated against COVID-19, according to Treñas.

Vendors are also required to strictly observe the “no drugs”, “no smoking” and “no drinking of alcohol” policies.

They must likewise observe the health protocols such as wearing of facemasks and face shields and/or eye protector, frequent hand washing and physical distancing.

Vendors are allowed to set up stalls the night before the day of selling (Oct. 25) and they must clear the area on the last night.

Applications for special permits shall be accommodated beginning Oct. 20 to Oct. 25.

Moreover, Treñas warned the Public Safety and Transportation Management Office (PSTMO), particularly SSD and Anti-squatting and Illegal Structure Demolition Division, and other departments of the city government not to impose or collect any fees against the flower vendors.

VAXXED ONLY

Only individuals either fully or partially vaccinated are allowed entry to private and/or public memorial parks from Oct. 31 to Nov. 2, said Treñas.

They must present their vaccination cards coupled with a valid ID with photo upon entry.

People visiting private and public cemeteries, memorial parks, columbaria and similar places are strongly encouraged to make their visit short.

Visitors are prohibited from bringing liquors and/or alcoholic beverages beginning 12 a.m. of Oct. 31, 2021 until 11:59 p.m. of Nov. 2.

Among others, bringing of food and drinks shall not be allowed in order to limit the length of time spent in these places./PN
