MANILA – The Commission on Appointments (CA) confirmed on Wednesday the designation of Francisco Duque III as Health secretary.
President Rodrigo Duterte appointed Duque to the Health department in October last year after the CA rejected Paulyn Jean Rosell-Ubial.
Duterte assigned Duque as Government Service Insurance System chairman eight months before that.
Duque was also the Health secretary of the Gloria Macapagal-Arroyo administration.
Before his appointment was confirmed, Duque was quizzed on the government’s dengue immunization program, the measles outbreak in Davao City, the alleged overstocking of medicines, among others.
Duque vowed to bring back the “glorious days” of the Health department when it had “better immunization coverage” and enjoyed public trust.
Malacañang welcomed the confirmation.
Presidential Spokesman Harry Roque said this proves that Duque “deserves to be the secretary of Health.”
Roque said the Palace is confident that – with Duque at the helm – the Health department will be able to “find the right solution” to the Dengvaxia vaccine controversy.
Endorsing the confirmation, Senate President Pro Tempore Ralph Recto described Duque as a “hands-on manager” who can “solve today’s ills while preventing future problems – one who treats the causes and not the symptoms, one who is both curative and preventive in outlook.”
Duque is a former chairman of the Philippine Health Insurance Corp. and the Civil Service Commission./PN
