
ILOILO City – Barangay Calumpang in Molo district was adjudged the most outstanding and overall champion for 2021 Lupong Tagapamayapa Incentives Award (LTIA) among highly urbanized cities in the country.
For winning the award for three consecutive years, the barangay became a Hall of Fame Awardee.
Punong barangay Roberto Niño and Director Juan Jovian Ingeniero of the Department of Interior and Local Government (DILG) in Region 6 attended yesterday’s awarding ceremony in Manila.
They were with Local Government Operations Officer Peter John Licuran, DILG-Iloilo City Field Office; Lupon member Ma. Gina Mabaquiao Celestino and barangay secretary, Geraldine C. Blanco.
Aside from the plaque of recognition, the village received a P600,000 cash prize – P300K as Hall of Fame Awardee and another being the Most Outstanding LTIA.
“Ini nga pasidungog nagapamatuod sang isa ka sinsero kag sigurado nga pagserbisyo sa amon komunidad,” said Niño.
Barangay Calumpang bested 14 other barangays from HUCs in the country.
The village won first runner-up in 2016 and 2017.
Among the barangay’s best practices related to their barangay justice system included the one-on-one dialogue, home validation, use of bell or ringer, and presence of a barangay human rights action officer during mediation.
The LTIA, established in pursuant to Section 406 (b) of the Local Government Code of 1991, mandates DILG to grant economic and other incentives to Lupons for their outstanding contributions to attain Katarungang Pambarangay (KP)’s objectives.
The winners were chosen by an interagency Board of Judges organized by the National Awards Committee on the basis of the following criteria:
* efficiency in operation;
* effectiveness in securing the objectives of the KP program;
* creativity and resourcefulness of the lupon;
* area or facility for KP activities; and
* financial or non-financial support.
The Lupon is an administrative body established by law to operationalize KP, as barangay justice system, as a response to continuing global search for in indigenous mediation structures capable of resolving disputes within a community, and beyond the formal courts of justice./PN
