‘House followed Constitution on Sara impeachment’

MANILA — The House of Representatives asserted that the impeachment complaint lodged against Vice President Sara Duterte-Carpio with the Senate adheres to the 1987 Constitution.

During a viva voce voting session, the House plenary approved House Resolution No. 2346, which confirmed that the impeachment process initiated on February 5, 2025, against Duterte-Carpio was in full compliance with the Constitution.

The resolution was authored by Senior Deputy Speaker Aurelio Gonzales Jr., Deputy Speaker David Suarez, and Majority Leader Manuel Jose Dalipe.

“We are certain and it is in the face of the impeachment complaint, that we are fully and strictly compliant with the requirements of the Constitution,” Batangas’ Cong. Gerville Luistro said.

“They’re asking for reconfirmation of the 20th Congress, whether it will pursue the impeachment complaint against the vice president. How can this order be complied with when the 20th Congress does not yet exist?” she added. 

On Tuesday night, the Senate, acting as an impeachment court, voted to return the articles of impeachment to the House of Representatives without dismissing or concluding the case until the following conditions were met:

The House of Representatives certified that there was no violation of Article XI, Section 3, paragraph 5 of the Constitution, which states that “No impeachment proceedings shall be initiated against the same official more than once within one year; include the circumstances on the filing of the first three impeachment complaints”; and

The House of Representatives of the 20th Congress informed the Senate of its willingness and readiness to advance the impeachment complaint against the Vice President.

Meanwhile, the possible dismissal of the impeachment case against Duterte-Carpio will have no negative impact on President Ferdinand “Bongbong” Marcos Jr., the Malacañang said.

“So, wala po tayong nakikitang anumang negative impact na mangyayari sa Pangulo dahil hindi po siya kasama sa anumang pagtatagisan ng talino sa debate dito sa Senado,” said Presidential Communications Office Undersecretary Atty. Claire Castro.

“So, kung ito man ay ma-dismiss, sabi nga po natin, taumbayan po ang huhusga sa Senado kung ano po ang ginawa nila during the impeachment trial,” she added./PN
