ILOILO City – The Philippine Association of Local Treasurers and Assessors (PHALTRA) is holding its general assembly and election of officers in Manila next month, and an Ilonggo who is now the OIC city treasurer of Parañaque City is running for national president.
Gualberto B. Bernas IV started as clerk in the Iloilo Provincial Treasurer’s Office back in the 1980s. He is gaining big support from Visayas and Mindanao treasurers and assessors to become their next leader.
PHALTRA has over 3,000 members.
As city treasurer of Parañaque, Bernas is responsible for the huge turnaround of its fiscal management and delivered a bigger local income for the city under Mayor Edwin Olivares.
“Treasurers and assessors are key to making LGUs deliver results for their constituents in the form of more income to fund more projects and services,” Bernas said.
Bernas vowed to make PHALTRA responsive to the needs of its members and make transparent its financial operations.
He also wants to initiate more trainings and seminars to help treasurers and assessors become effective partners in local revenue generation. He said this will help local government units achieve better collection efficiency on local taxes, particularly real estate and business taxes.
Bernas served as municipal treasurer of Tigbauan, Iloilo before becoming the provincial treasurer of Capiz.
He served as assistant city treasurer of Quezon City, OIC-City Treasurer of Valenzuela City and just about a year ago, as OIC-City Treasurer of Parañaque City./PN
