
MANILA – President Ferdinand “Bongbong” Marcos Jr. is open to backing a constitutional convention (ConCon) if its main purpose is to resolve ambiguities in the 1987 Constitution, Malacañang said, signaling potential support for a targeted charter review rather than a wholesale rewrite.
“Kung ito naman po ay ikagaganda at ikaliliwanag para hindi na mabutasan ang anumang probisyon dito sa Constitution, hindi naman po ito tututulan ng Pangulo,” Presidential Communications Office’s Undersecretary Claire Castro said.
The statement came in response to Deputy Speaker and National Unity Party chairperson Ronaldo Puno’s call for a ConCon to conduct a comprehensive review of the charter. Puno stressed the goal was not to replace the Constitution but to “complete and correct it,” describing the process as one that ensures “singularity of purpose.”
Castro said the Palace has yet to take a definitive stance pending full details of the proposal but acknowledged that some provisions of the 1987 Constitution remain open to interpretation.
“Sa mga ganyan ay malalaman din po natin kung ano po ang isinaad noon ng mga framers of the Constitution, nung 1987 Constitution,” she said.
She also noted that even well-defined provisions could be twisted to favor certain interests.
“May mga pagkakataon lamang po sigurong kahit maliwanag ang ibang mga definition or mga term ay minsan napapalabo para merong mapaboran,” she added.
A ConCon, one of three recognized methods to amend the Constitution, involves electing delegates from each legislative district to study and propose changes to the charter./PN
